
I realize this is a slightly older thread but it came up first in a Google search for "CHL Photo required" and several students have asked, so I figured there will be other folks looking for the latest information here. I thought I'd try to make my first post on the TCF as useful as possible!
Regarding whether NEW CHL students have to send photos with their CHL-6 Photo Holder/ID Signature form or not ...

Yes, new student’s have the option to have us use their Texas DL photos to make the CHL license.
If they choose this, they need to hand write - “Please use my Texas DL photo” on their CHL-6 form.
We still need them to send us a CHL-6 form with this hand written on it.
This does not apply to those students that have out of state driver’s licenses, these persons must still mail us passport photos.

As you can see his reply is dated on the last day of August, 2012 and is the same as a couple of other instructors have received, so it's one less cost barrier for our students, assuming they have a Texas driver's license of course.
Let's hope the CHL-6 photo holder goes away as well soon, particularly since the DPS is apparently ignoring some new students' attached photos in favor of their DL's old one anyway!
