Maybe they were referring to FTF sales at gun shows between private parties? I would think more than 32 allow that though.

Just to clarify a tricky point for people who might scan over your words without truly understanding:
- Most states allow firearm sales between two private parties without requiring an FFL so long as both parties are residents of the same state where the transaction occurs.
- All firearm sales between two private parties that cross state lines must always go through an FFL.
- For long gun transactions, federal law allows the FFL to be in either state.
- For handgun transactions, the FFL must be in the purchaser's state.
