Public housing should be in open barracks, just like it is for Marine recruits --with plenty of work provided for those who don't have jobs. They want their own place --earn it. Each barracks patrolled by armed guards who provide protection against criminal predators and enforce curfews and other regulations. No drug or alcohol allowed. Anyone caught with drugs or alcohol is prohibited from receiving further public assistance for life. Public assistance should be unpleasant so people have the incentive to get off it.
