I'll tell you what, they can take all the pictures they want of my license plates. But they will only get a PICTURE OF 100 dollars sent back to them!

I don't know how much weight the red light cameras actually have, but according to the story he paid up. From what I've read here, seems he didn't need to even send a picure of the money.
Minor technical correction. It does not eliminate the red light running. That is why they start a delay before the green, leaving the lights red in all directions. What it does is stop accidents caused by red light running though. One of the problems that causes accidents is the car that runs the yellow light as it turns red and the other car jumps the red light as it turns green.
