I would be very surprised if it's hardened. Have you every seen... really SEEN an EMP hardened facility? However......all the devices that PRISM scans—our cellphones, home phones, radios, internet sites, computers, etc., etc., etc.—would be fried and un-scannable......so it would be moot. PRISM would still be useless.

Back in the early 90's, I led the team that installed all the comms for the Early Missle Warning Computer System when SAC decided they needed to move in into a HEMP shield. I was all over that facility, including on top of it.
