That may be true.. But the bigger the organization, the better the chances of people behaving outside the norms.
Leadership, especially in big organizations, can't be everywhere at all times.
To me, incident recordings could instantly clear up issues... I can't understand why this technology isn't mandatory for all of law enforcement.

Yes, but the difference is that when there is good leadership and someone violates the norm they take care of it, they don't cover it up.
