Can the amendment stand up to a Point of Order on germainness of the amendment? maybe if it's done in committee it's not an issue??

I am for Campus Carry, I am for "shall not be infringed" but why do I have the feeling this is a recipe for disaster, ending up with nothing?

Can they vote down the campus carry amendment and still move forward with HB910 in the Senate as they should be doing now? Does this put OC in jeopardy? Could this be a potential lose-lose situation?

Or is it simply a last ditch end run slick political maneuver, for win-win (OC and Campus) if it works and win-lose (still get OC but not campus) if it doesn't work, to get a little lagniappe ?

My understanding is that it will have to be an up or down vote, why would we think it will not be a up vote? Both sides have already passed such measures.
It would only possibly go to a committee if it were a "nay"

The House parliamentarian has already ruled that campus-carry is relevant to HB910. If a point-of-order is raised in the Senate, then it can be sustained or overruled. If it's sustained, then campus-carry will not be added to HB910. If it is overruled, campus-carry will be added to HB910 and it will go to the House.

If the House concurs, then both open-carry and campus-carry pass and go to the Governor. If the House does not concur, then it goes to a conference committee where campus-carry can be stripped from HB910.

I suspect that the language prohibiting OC on campus made both issues germane to each other. If you will notice bills for both issues had language added to prohibit OC being part of Campus Carry, earlier I thought it odd that the language would have been added to both bills when one could do it but now it makes sense when viewed for making both bills germane to the other issue.

Who can raise a point of order....and who decides if it is overruled or sustained and based on what? That seems to be the biggest hurdle.

I just noticed this article (published today) about the author of HB937, campus carry. He's going to leave the Legislature to run for Sheriff of Harris County:

Probably should be a separate thread, but sounds like that would be an improvement for Harris County

Interesting development:

Path forward remains unclear for so-called ‘campus carry’ proposal
Rep. Allen Fletcher, the House’s author of so-called “campus carry,” told multiple news outlets on Wednesday that he had struck a deal to fast-track the proposal by attaching it in the Senate to another high-profile gun bill that’s already been approved by the House.

But maybe not so fast.

Sen. Craig Estes – who would carry the other bill, open carry – said on Thursday that Fletcher was “a little premature in that analysis.” He said pro-gun lawmakers were indeed looking at multiple possibilities to move forward, but that “nothing has been decided.”

And Estes, R-Wichita Falls, was quick to point out that the House could still act on the Senate’s versions of campus carry and open carry.

House Calendars Committee Chairman Todd Hunter said earlier in the week that he wasn’t sure when campus carry might reach the floor. He said the hold-up was just a timing issue, as the panel might look to group several gun bills onto to the same day.
Is Strauss capitulating to save face from being outmaneuvered? Sounds like a standalone Campus Carry bill (SB11 presumably) might actually hit the House floor after all.

I can understand everyone's apprehension about all this working out. It is a big chunk to swallow all at once wen we're used to baby steps. Although, it seems like the time might be just right after so many other states have passed so much pro-gun legislation recently and so many other anti-gun actions being taken by the federal government. Seems like states are flexing their independent muscles in a few areas and this is one of those areas.

I doubt Straus sees it that way. Whether you like his politics or not, he's a smart guy. He may just see the momentum behind these bills and is not prepared to further oppose them. Very different tone than "capitulation". He likely has bigger fish to fry. In the face of mounting pressure to pass these gun bills, it MAY be as simple as a decision to spend his political capital elsewhere.

Celebrating would be appropriate if these bills pass. Gloating would not. IMO. YMMV.

If OC were to die they wasted a lot of pro-gun political capital... so I believe we'll get some form of OC. I'm hoping this maneuver works. Campus carry doesn't affect me, personally, but it affects my daughter and friends who work at a university.
