Possibly, but what he
said is that it's "the same". Legally a notice such as this sign is not effective notice whereas verbal communication from somebody with apparent authority is effective notice.
So if it's just his personal view on how he reacts to the two situations, that's fine, but it is important to know what legally constitutes effective notice.

We didn't say it that way in the USAF either, but raising grandchildren will put a stop to that and bring out more kid-friendly speech.
