We know (as I just found out) that,in fact, essentially any higher education institution must notify by 30.06 if they create rules prohibiting campus carry. That clearly is meant for the cc public, indeed, required for the cc public.

But the question has been put...do students have to be notified by 30.06 or are they obligated by contract to abide by school policy. By contract in that they agree to pay the school in return for an education on the schools private property and agree that the consent to be on that property comes at the price of the students right to carry.

This is not a forced loss of freedom. This is a self abandoned freedom by the student by voluntarily agreeing to the terms of the institution/student relationship. So I think in that case the student is simply notified by the policies handbook to which he submits in exchange for the promise of an education. Not so with a public citizen who is not engaged in a relationship with the school or bound by student policies and must be notified by 30.06. So in that respect it is similar to an employer/employee relationship.

My private university has yet to post all buildings with 30.06, but they have notified all students, faculty, and staff of the policy.

My building is not yet posted and I could legally CC, but I won't, because I don't want to be fired if discovered. A student could be disciplined or suspended, but not arrested.

As an update, the student hand book was just released today. The "weapons on campus" states:

university policy and state law prohibit the possession of firearms, explosives, weapons, or any item that may be construed as such, on the premises of the university or in any building/property under university control. This prohibition applies regardless of whether a state license to carry a firearm has been issued to the possessor.

There is no 30.06 in the handbook and no 30.06 signs posted anywhere on campus, just gun buster signs. I guess for the masses, effective notice hasn't been provided and one would only be subject to university disciplinary actions if caught carrying.

As a private universities police officer, I wouldn't recommend it. The least that could happen if caught is you would be expelled and possibly criminally trespassed from the property. The worst is you could be arrested for a class A.

I hope that campus carry goes great and more private universities adopt similar policies to public universities and allow students to carry self defense handguns. If not, I hope the legislature could step in and pass a law allowing it.

Why would you get arrested for a crime you didn't commit (i.e. 30.06 not posted). I probably would take the chance of getting expelled, but is it common to arrest people for crimes they didn't commit?

Because I'm sure the students and faculty have been given verbal notice. Too many time I hear people say, "no signs so I'm good to go". People seem to forget the other 2 forms of effective notice.
