Metrics, like most things, can be good and bad. When used properly, they can give a good picture of performance. However, in today's management-by-numbers culture, they are often used as an easy alternative to making difficult value judgements or to take judgement out of the hands of subordinates.

Metrics can also be made up. Most times when someone puts data into a colorful chart, people assume the information is correct.
