I don't intend to OC so the passage of that bill was not my number one priority bill. To me the change in an unintentional 30.06 violation is the outstanding part. I am not diminishing OC and it's supporters; in fact I was on the edge of my seat watching the antics our elected officials performed. I'm very pleased the bill passed and Texas finally joins the vast majority of states by allowing OC. Congratulations and a big thank you to Charles Cotton and all those who tirelessly worked behind the scenes to get it done. I'm gonna offer to buy one of them breakfast!

Thanks you Chas, Alice and everyone else involved with NRA and TSRA for all the efforts. I got emotional and did not think this was going to happen. I am as happy as a pig rolling in mud (Need a Emoticon). As others have stated the reduction in penalty for missing a 30.06 sign is worth it's weight in Gold!

I think "open carry" is 1 Jan '16, but what about the 30.06 amendment? That was different section of the Penal Code wasn't it? Or is it the entirety of what was passed delayed until 1 Jan?
The entire bill becomes effective 1 Jan 2016 as long as Governor Abbott does not us his veto power. I do believe he has already stated that he will sign it if it makes it to his desk. Well it is now on the way to his desk.
He's promised to sign it and has reaffirmed his commitment via twitter a few minutes ago.

I.....I can't believe this has happened. Charles, is it true? Like, really really true? Someone pinch me. Our legislature actually accomplished a pro-gun bill that had real, substantive change in it

You know I agreed with you. Sound thoughts in my mind. However, now after all of the hoopla and gnashing of teeth I have decided I will be open carrying and I will be open carrying IN HOUSTON!!! I won't OC even most of the time but I am going to OC just because I have the right. In fact I think I am going to OC when I go shopping on January 1st!!!

Many hours of hard work and we have finally reached our goal this session. What the TSRA said couldn't be done, was accomplished today. We would like to thank the Texas Carry team and members for the many sacrifices made over the last two years. We could not have done it without you. This also could not have been possible without the hard work of CJ Grisham and Open Carry Texas. When everyone was telling them to stop, they pressed forward towards the mark.
We were informed that the unexpected Friday vote was called to stop a planned filibuster by the Democrats. We applaud and appreciate leadership's quick action to ensure the success of open carry in Texas.
A personal thank you goes out to Lt. Governor Dan Patrick, House Speaker Joe Strauss, Senator Craig Estes and Representative Larry Phillips for working closely with Texas Carry to achieve this historical day.
We have officially entered a gun rights restoration period in Texas history and it is all because of you.
