Most or all safes will tip over when you open the door if not bolted to the floor. At the store they are on wood creats whos bases is larger then the safe so it will not tip, once that base is removed it will tip, even with weight in the base.

Another easy way to move a safe is with golf balls underneath. Same idea as with the pieces of PVC pipe, but easier to make the safe pivot or turn. Just try to keep at least 5 or 6 of them under the safe at all times.
