jmorris, if you still find a problem with that, I suggest you ask Charles to clarify it for you as we all (most of us) agree with the intent of the rule.
My problem was never with the rule or understanding it (I can read). As my message said I was just having problems finding it in the code. Thank you.

So I'm an idiot.....
I took my renewal class back in May or June from Crossfire-Training, and then the paperwork sat around while I tended to other things. By mid September, when I finally remembered to get it done, I had lost my CHL-100. Panicked, I called Crossfire. She told me to meet Marty over at Cabela's the next day and he'd print me out one. So I went and got it, put it together with the printout from the DPS website, and mailed it off by registered mail on about 9/15.
Since my CHL expired today, my birthday, I checked the DPS website early this afternoon and saw that everything had been received, and my background check was under review.
Then, a little later, The Annoyed Woman came back in from the mailbox with an envelope from DPS.......OH GOODIE!!! Was my plastic in there?
No. It wasn't. What was in there was a photocopy of my CHL-100 and a cover letter telling me to
SIGN the stupid CHL-100 and return it to DPS as soon as possible.
Thank God I have a Utah CFP.

Just an update.... the DPS website noted that the background check showed as completed on Monday night, and it shows today that my license has "mailed." I'm assuming that I'll have it in hand in the next week or so. What a PIA, but I have only myself to blame. Y'all can bet that I'll pursue it more assiduously the next renewal than I did for this one. So to recap for anyone else who is about to have their first renewal:
- Took renewal class late May/early June 2012 with Crossfire Training.
- Waited until mid-September to mail in paperwork, and lost my CHL-100 somewhere along the way.
- September 15, rush back to Crossfire and obtain a new printout of CHL-100, and send in with other stuff to DPS by registered mail that same day.
- October 5, my CHL expires. (Thank goodness for Utah CFP.)
- October 5, receive letter from DPS telling me to sign the stupid CHL-100 and send it back to them.

- October 5, sent signed CHL-100 back to DPS via registered mail.
- November 11, background check completed.
- November 15, license mailed.....40 days after it expired....
This is a very good model for how NOT to proceed with a CHL renewal. I offer it up for all y'alls instruction and edification.

Everyone can serve as an example. Some as WHAT to do.... some as what NOT to do.
Congrats on finally completing the process
