If my searches are correct we are talking Major OD of colt threads at 550" and Security Six bbl at .560".
There is not enough materiel to put two sets of threads ID and OD in a .010 thick bushing
Welding the Colt barrel and then turning to size, then single point cutting threads is not a hard machining task for an experienced machinist, though Id bet most machinist would need to outsource the welding part.
A very good firearms builder though can do it in house.
Thinking it though, Im not sure how I would chuck the barrel up..likely make a mandrel for the bore for alignment but drive the part with a lathe dog type deal

Can I buy the Ruger take off barrel ?
I have a Rohm 38 I want to rebarrel, it will be a Roger.
