You joke but it sounds like a good reason to write the Texas AG and explain the situation. Ask the AG's office to investigate the ISD for misappropriation of public funds or whatever fraud it would be for a private entity to steal tax dollars.

Having a police department has nothing to do with being a government agency. The Catholic church has one at St. Mary's University in San Antonio. They are clearly not a governmental agency.

The correct question is how can they tax me if they are not a governmental agency? St. Mary's cannot, Plano ISD does.

EIDT: I see a few others thought of the taxation question before I got to.

The reference to ISD's as a government entity is in the Government Code too. There seems to be something about Plano area government entities....city, ISD, county offices, police, etc. They just don't seem to want to acknowledge the state law.
