Kind of like they did for HB 681... I think they substituted SB 321 for it when it came up.
Exactly. When HB3639 comes up in the House, they can substitute SB1581 and consider that instead. I don't they
have to, but it's standard procedure. I expect they'll substitute the Senate version, then the antis will start trying to gut it with amendments - same as they did with SB321. But, just like with SB321, they don't have the votes to do any real damage. It looks like we've got a real shot now!

HB 3639 has been postponed several times in the last week; I wonder if that is intentional.

In all likelihood yes. Barring some huge surprise (a big mistake), SB1851 will be substituted for HB3639 if it comes up before the deadline for passing House Bills in the House.
