Not firing in this situation is very understandable. Even when deer hunting one is taught to never fire if unsure of what is behind the deer. Attempting to fire on an armed assailant with innocents running all over the place could have resulted in a serious increase in carnage. The obvious risk is hitting an untended target. The less obvious risk, but a real possibility, is causing the assailant to fire back at you. Again, risking more innocents running here and there.

It is real easy to Monday morning quarterback a situation like this. Personally, I would not have fired unless I could have gotten right up on the person and been 100% sure of making a shot that would incapacitate or kill, with zero risk to others in the vicinity.
