I understand and believe that it makes sense to charge the people who use the resource ...

But if we are talking about roads however we already are paying various road taxes in various forms and the issue is that those taxes are then redeployed to some other boondoggle and ALL new roads in my neighborhood are toll roads.

If legislation to build the road was based on the tolls going away when its built and paid for then thats what should happen...

The N Dallas toll roads are a great example, they used to pay toll takers and collect change at every booth. Then they decided to "save money" to get rid of the people and go electronic. With a huge cut in labor costs you would think that tolls would go down or at least stabilize for a few years .. but no the tolls continue to rise. And all the roads that aren't tolled are falling into disrepair but the tax money is still being collected. So the tax money is increasing as the population increases but that money isn't used for building and maintaining any new highways since all the new ones are tolls.... The tax isnt used for new roads and existing ones are falling apart ... Where is the $$ going ?

It's kind of like the "non-profit" corporations. It doesn't mean that they can't make money, pay their management well, or spend money like crazy, it just means that at the end of the year, the company should not show a profit. A friend of mine was a CPA at one of those and relayed how much money they wasted and how little actually went to the charity in question. Toll roads are no different. They collect money so that they can pay the people to collect more money. If they do it right, it ends up being a never ending revenue stream.
