If no 30.06, then no force of law. However, if it's merely mentioned in a policy, you cab still be suspended, expelled, fired, etc.

My university has decided to opt out of campus carry unfortunately. I pushed in favor speaking in a town hall and my Chief was neutral about it.

Another local private university did something that is questionable. They decided to "opt out and authorize in". Meaning students cannot carry but staff can once they are vetted to do so.

Seems like receiving a LTC should be all the "VETTING" one needs

This university made sure that wouldn't happen but instead allow certain staff to carry. This uni does not have a police Dept and relies on local LE. I see this being an issue picking certain parts of SB11 to follow while excluding the rest. Our attorney told us during a board meeting that you either go all in or not at all on campus carry.

As the law is written now, any University can opt in. The only changes with campus carry is forcing public universities to set rules and giving private universities the option to opt out. I don't read SB11 to only allow full opt in or full opt out.

We got our Student and Staff Letter today from the UH Police Chief; Campus Carry starts Monday. I've attached a copy for your enjoyment.

We are in summer session now, so the impact to the fetal-position whiners should be minimal.

Here is a current link to the Off-Limits locations (remember to scroll all the way to the right). I think UH did a great job keeping the off-limits locations to a minimum.

7 pages of off-limits locations is a minimum? Multiple building are effectively entirely off limits on shaky grounds. Take a look at how the A&M System defined off-limits places. There you'll find universities that did the minimum necessary. I don't believe UH is one.

This is TAMU's rule:
) The premises in this section are determined by the president to be categorically
prohibited from licensed carry of a handgun.
a) Becky Gates Child Care facility;
b) counseling centers where licensed practitioners receive patients and
protected health information is generated (including those for
faculty, staff, and students);
c) health care facilities – limited to those where protected health
information records are generated;
d) research areas and laboratories in which research subjects are
minors (17 years of age or younger);
e) premises where formal administrative hearings/investigations are
being conducted;
f) clinical facilities associated with the School of Law; and
g) marine vessels, such as those owned or operated by Texas A&M
University at Galveston.

Posting of 30.06 Notice:
5.1 Locations where licensed carry is prohibited under state law if effective 30.06
Notice is posted (TAMU Rule 34.06.02.M1, sec. 6.A.3):

5.1.1 30.06 Notice will be posted at All Faiths Chapel
5.1.2 30.06 Notice will be posted on premises where a collegiate sporting
event is taking place. Such notice will be posted two hours prior to the
event starting and shall remain in place no more than two hours after
the event concludes.
5.1.2.1 The Athletics Department shall maintain a log of times and
locations where licensed carry is prohibited under this section
and 30.06 Notice is posted. Such logs shall be provided to
the Advisory Committee on Implementation of Campus
Carry (via email to campuscarry@tamu.edu) on a monthly

That sucks for A&M. University of Houston had Tilman on their side I guess. Our limitations are minimal.

I see what you did. You missed my instructions to scroll to the right. The list is of all university spaces. You have to scroll to the right to see which ones are off limits.

They held pretty true to Labs and Children.

The entire third floor of McElhinney looks to be off limits. Not sure why; at least, back in my day it was all administrative offices. First & second floors were classrooms and faculty offices.

Yes, I counted 134 buildings (or at least line items), and only 13 had partial exclusions. None were completely off-limits.
