There you go, we need a new Czar to head a new government agency to

1) Polish all rocks so they retain fingerprints if left behind at a crime scene
2) Engrave serial numbers on every rock and keep a database of who owns each, in case the fingerprints smudge
3) Form another agency to record all stolen rocks
4) Form a taxation enforcement agency to tax any rock over/under a certain size, those with a handle or certain color or characteristic and regulate what type rocks may be imported.. this should be headed up by the Dept of Justice instead of another taxation agency because they are scarier and can find them,selves innocent of wrongdoing after investigating themselves.
