That would be a negatory good buddy.
You will NEVER be able to stop the criminal element from getting something they want. No law, act, wish, voodoo curse, incantation, or slight of hand will do it. They're probably getting the ammo from the same "street vendors" they get their guns and high cap mags from, so how would the b/g check stop that? I don't know about anyone else, but I'm about legislated out.

It'll just force law-abiding gun owners to put up with a car-load of red tape while the bad guys will get their lead on the streets.

Once again, I'd love for the OP to produce some kind of evidence this is a problem...otherwise......yeah, no reason for discussion at all. We might as well argue about whether the world is flat or not!! (big hint...it isn't)
