Well, non-veterans certainly should not return salutes. As to the propriety of the CiC returning a salute, I don't know that I disapprove if a veteran does (Carter, Reagan, the Bushes) but even Bush Jr. gave some half-baked gestures passing as salutes. That's an interesting point. I wonder if it has just become one of those things to do, like releasing your tax returns. FWIW, the USC sets out standards that allow veterans, in or out of uniform, to salute the flag. I don't have a problem with the CiC, if they are a vet, returning a hand salute.
