I was reading over HB 972 and noticed that the effective date changed from 9/1/2013 to 1/1/2014, but none of the admenments addressed a change in dates. How does that happen?

The date was changed in the committee substitute.

Seriously? HB 47 and HB 1304 were laid on the table and the Senate version was considered. All the rest passed the House. HB 485 passed on a recorded vote. All others passed by affirmation. They still have to go to the Senate and pass to become law.

I would rather they pass meaningful bills like 3218 or a non-gelded campus carry. A few hours of class time is insignificant compared to not being able to carry many of the places we most need to carry. If the best we get is class reduction and "opt out" rubbish, then the best the legislators should get is a B- grade. Maybe C+

Care to explain why 972 is rubbish? It's the same bill that we almost passed in 2011. It de-criminalizes carry on university property and prohibits public universities from establishing any rules to restrict concealed carry. Private universities can adopt rules against carry, but only after consulting with students, law enforcement, faculty, etc. and such rules must be renewed every year. This is a huge step forward. Sure, we're all disappointed at the lack of progress on 700 and 3218, but that's no reason to dismiss 972.

Prior to the vote on 972 I specifically heard the question asked and answered that ANY university president, after consultation with students, faculty, etc., could "opt out." The example given was individual campuses of the University of Texas which is a public university. Anyone else hear what I heard?

Yes, this is exactly what has been passed. I heard the same dialog. I was hoping opt-out will be removed by an amendment. Maybe the senate will have the balls to do it.

972 lets every university, public and private, opt out. Also, it does not decriminalize, only reduces the severity of carrying on a posted campus
