I called DPS today and spoke to Lauren (very polite). I am sitting at 87 days and no PIN. She told me that my application was there and was going through a screen process of sorts to make sure all the "i"s were dotted and "t"s crossed. She assured me that this process minimizes the risk of rejection. And that they were just now entering early April applications so mine should be entered in a few weeks.
Wanna know what really burns me up? My wife applied on-line on 6/29. She received her packet and PIN yesterday. Talk about
So all you early Aprilites get ready, their looking at you now.
Think I'll go to bed now

Don't let it bug you too much. The PIN is pretty over-rated. All it does it let you know that your license hasn't been issued, yet.

Yep...I found out the same thing. I waited almost a 100 days for a pin and then had my plastic within a week after that. Online applicants get a pin as part of the online process, but it means nothing at that point.

There is one thing the PIN is actually good for. If you move, you can do your CHL change of address online instead of mailing in a form.

Did you try your senator and the governor's office? I got a letter in the mail from Gov. Perry's office very quickly, followed by a phone call from DPS. Which rep is ignoring you?

When does the application time start. Is it when you applied online or when they receive the package?

When they receive the package. The time frame is 90-120 days at this point. Afew get lucky here and there and make it in the 60-90 frame, but not many.
