What is Involved in CHL Processing?

I heard the following from a student from one of my classes.
One of my students application ran to the final days of the 60 day limit. He called to follow up and was told the hang up was with the local trooper inhis county...
I have not heard of local troopers being involved. Has anyone heard this?
Does anyone know exactly what the process is for the issue of a CHL and what steps are involved?
I have a renewal class on 7 NOV. If no one else has heard of this, I can inquire at the class.
