Knowing how bureaucratic legal council thinks, they will start being afraid to take cases to court in that those court decisions could amount to major, sweeping defeats.

I hope so, but I don’t think that will happen without further litigation, based both on this ruling, and on an expansion of the SCOTUS ruling in the EPA case (I’ve forgotten the name) limiting Chevron Defense for regulatory agencies.
