Utah stops issuing CFPs to foreigners

A loophole in Utah law allowed non-resident aliens to get a concealed firearms permit (CFP) and about 1,000 have done so. The state recently stopped issuing such licenses.
According to the article above, it was generally not possible to perform a criminal background check in foreigners' home countries.
What bothers me is that a non-resident alien cannot legally buy or possess a firearm under federal law, except in limited circumstances like competition or hunting. If those people were carrying, they violated federal law, and so did whoever sold or gave them weapons.
