Utah stops issuing CFPs to foreigners

A loophole in Utah law allowed non-resident aliens to get a concealed firearms permit (CFP) and about 1,000 have done so. The state recently stopped issuing such licenses.

According to the article above, it was generally not possible to perform a criminal background check in foreigners' home countries.

What bothers me is that a non-resident alien cannot legally buy or possess a firearm under federal law, except in limited circumstances like competition or hunting. If those people were carrying, they violated federal law, and so did whoever sold or gave them weapons.

Just saw another article on the issue here:

I'm sure most of the foreign licensees were responsible people, but if Utah was unable to do a background check on the foreigners... their move is understandable.
