Carry Prohibited?

I have a gut feeling on this one, but I always like to look at what the law says when a student asks me a question. I welcome y'all's opinion on this:
Situation: High school graduation is being held at the University of Houston Fertitta Center
Relevant Info:
- Per the UoH Campus Carry page, this building is not off limits.
- Per PC ยง 46.03, carry would be prohibited
- on the premises of a school or postsecondary educational institution
- on any grounds or building which an activity sponsored by the school or institution is being conducted (but only if those grounds or building are owned by and under the control of a school or postsecondary educational institution
- on the premises where a high school, collegiate, or professional sporting event or interscholastic event (which this is neither)
The Question:
So, since
- this is an HISD event,
- but the property isn't owned by HISD,
- and the property isn't posted by UoH,
- and this isn't a sporting or interscholastic event,
...could you reasonably believe that it's OK to carry to this graduation?

If I'm playing devil's advocate, then I think this one will prevent legal carry;
on any grounds or building which an activity sponsored by the school or institution is being conducted (but only if those grounds or building are owned by and under the control of a school or postsecondary educational institution
While the property isn't owned by HISD, it is owned by UoH (a postsecondary educational institution).
I have seen off-campus high-school graduation ceremonies temporarily posted 30:06 in what is usually a non-posted area. Which I believe also prevents legal carry (assuming the signs meet requirements).

I LDB415, being of simple mind, can't keep track of all the 43's and 46's, although I do manage with the 44's and 45's as I have none so even I can keep track. Anyway, I've found over decades the metal detector is the determining factor in that its presence means nope, no entry, and anywhere else doesn't care either way. Not always kosher but never failed once yet.
To this question, I think if they're agin ya they will microscope it and read it as already mentioned and go after ya if they can. :(

In practice, I don't disagree. We have seen examples of prosecutors doing what they want in spite of the law or the results of the investigation.
