Can somoe please explain to me what this is?

I got a new .40 Springfield XD 5" tactical today. This is my second gun. My first was purchased used and just came as is. This one came new and I got a pretty sweet kit w/ it. Not sure if that's how most new models come but I was pretty stoked for the extra goodies I wasn't expecting.
In the cool carrying case I have a belt holster, belt clip for 2 mags, an extra mag, cleaning brush, gun lock and an allen wrench and this thing pictured above. What is that thing for? I've noticed a magazine fits right in there but I don't see what use it would be for. There's also a button you can press that I can't figure what it's purpose is. The manual doesn't seem to mention it at all.
Also, why the allen wrench? My best guess is for disassembling the mags but I'm not sure.
One last thing I found odd is there was a little white pouch w/ all the stats about it, serial number, someones signature and a datestamp. Inside is a single spent shell casing. Am I supposed to do something with this? Is this supposed to be the first round fired with the gun to show that it works?

Yeah I just realized there was a seperate sheet of paper aside from the manual describing the magazine loader. Also figured out the allen wrench is for adjusting the belt holster.
Still left wondering about that shell casing.

The allen wrench is used to adjust the holster, and the shell casing is to meet New York requirements.

some states require all new guns to have a shell casing registered with the state. Fortunately your in Texas so its not required.

About the shell casing...
Some of the more benighted states (Maryland is one, I think, but might be wrong) require a fired case be turned into the state to be entered into a database. That is supposed to help them track you down later when you go berserk and start robbing and committing mass shootings and the like, because those states just know that normal law-abiding people do things like that as soon as they get a gun.
Ok, that last part might be a bit of editorializing on my part, but you get the picture.
You live in the great state of Texas, so you can throw the case away, save it for later when you start reloading ammo, make jewelry out it, whatever.

Like when they come to confiscate them give them the ammo first. Minus the powder.
