I have some brass, the bullet was pulled but it still has primer installed. The question I have is how deprime the brass safely?

I've heard you can soak them in oil, water, things like that and it will make them inert. You can also just cycle them through your gun. I did this with a few rounds after getting ahold of someone else's reloads that a third person gave me. I didn't have a clue as to what they were loaded with or how good a reloader he was, so I decided to start over. After popping about 20 or so primers, I realized that I could have just pulled the bullet and reloaded the primed case with my powder and the original bullet and been good to go.

Soaking them is not a sure thing. Cycle through your firearm to be safe.

when you say "cycle," you mean put it in the chamber, and pull the trigger?
in a semi-auto, how do you get the empty shell to chamber without doing the ol' "throw it in the pipe" routine, which would damage the extractor?
it's nearly impossible to get an empty case to chamber via the traditional method (with the magazine); it just gets hung up on the feed ramp.

I don't know why you want to deprime. You can remove the decapping pin if you need to resize, but I would just re-bell and load as usual.

Donate it to someone local with an interest in that caliber. It will save them a step
