North Richland Hills Library Posted with 46.03 (46.05) sign?

I had to go to North Richland Hills Library today to return some books. They now have posted in English and in Spanish a sign that reads (not exact wording) According to Penal code 46.03 (At first I thought it said 46.05, which couldn't be right) it is a felony for anyone other than a licensed police officer to enter the premises of govt. entity where meetings are met, or something like that. I have never seen this sign before, so it's either new, or I've just never noticed it. This library is attached to a courthouse, but they don't occupy the same building, but they are attached. There is also a rec. center attached with gymnasiums, and a work out room. Is this sign legal? I didn't go into the courthouse, I went into the library. I carry into libraries all the time without any problem what-so-ever, so this is a first.

I agree, but why was the sign posted on the Library portion? You have to drive around the back to get to the courthouse. The entrance to the library is at the front, and there's even a sign that says in big letters North Richland Hills Library. Should I make a phone call and ask what's up?

There are lots of places that post signs that are not legally enforceable. Posted either out of malice, complete disregard of the law, or ignorance. You could call and ask.

hmmm, after reading the 46.035 code we can still carry even if there's a govt. meeting going on, unless we weren't notified of 30.06. So, technically, could they still put up a 30.06 sign, or am I reading that part wrong?

Ok. I called the library, and got the name of the Director and his direct number and his secretary's number. I'm going to call tomorrow and talk to him, but what exactly should I say? Should I just get straight to the point and tell him that there sign out front isn't legal? LOL! Help please.

Thanks, Russell, that really does help. Should I really give him my name though? What if he tells me I'm not allowed to carry there, then I've been given notice.

I really like this library.
5111, I thought about the polling issue too, but there wasn't any voting going on there, I checked. So I don't think that's why.

Ahh, but remember that a 30.06 sign has no weight because it is a government building? Well, verbal notice falls under the same thing. Either are notice under PC 30.06, but they have to follow the same rules. Verbal notice is not enforceable when a 30.06 posting is not enforceable.
