Does Huntsville have a health department? The county?

I lived in Cornerstone Apartments off of Bobby K Marks when I was there and loved it. I walked to class in 10 minutes (other side of campus at that!) rent was affordable, and I had very few problems that were not dealt with fast.

Russell,
Do you pay for the water or is it part of the provided utilities? If they provide it, it may be that you have a 'shared' hot water system. It is possible the other tenants are using more than their fair share right before you need it. See if there is a pattern to the times it is out and try and switch your use to earlier or later times so you beat them to the punch or the system has had time to recover after a heavy use period.

I had an issue with the Water Heater in my apt a few years ago. the solenoid in the thermostat (this is what I was told) went out. it would run and run and run and run until it would trip the breaker in the heater, at which time it would be off until I reset the breaker.
so, you'd have hot water, the breaker would go, and then cold water until I reset the breaker, which still meant a few hours without hot water. made for a few interesting mornings, lemme tell ya.
so, I would say check the actual water heater, if it's doing something similar, could be the Water Heater unit to blame.
