Stupid is as stupid does

First, I sit a coffee cup on one of the fingerprint cards so I have to have it redone. Then I go over the packet 1542 times making sure everything is perfect.
Except, it seems, for signing the fingerprint cards. I know it's my responsibility and my stupid mistake, but it would be nice if the FAST people would insure the cards are signed.
But this is the interesting part. The BACK of my fingerprint card. It was stamped "Received TX DPS Apr 21, 2008 Regulatory Licensing Service". That is the day it was picked up from the PO. Now, wouldn't you think that since they've opened the envelope, and they've (probably) taken every piece out and stamped it, that there would be a good time to give it a once over to see if there's any errors? For someone experienced this would probably take five minutes, but would save much more time later on if caught now.
But the even more interesting part? My fingerprint cards were also stamped "Received Texas DPS May 02 2008 Crime Records Service Support Bureau". Nobody checked the cards validity before sending them off?
Note: all the time this is happening, my status is still sitting on "Packet sent to applicant".
Ok, so May 2 the records people have them. On July 12 my status goes to "Application incomplete - missing information - detailed letter has been sent". I get the letter on the 19th. Seven days from Austin?
So, from May 2 until July 12 (or thereabouts), some sixty plus days, my unsigned cards were languishing either in Crime Records Service or Regulatory Licensing, just waiting to be stuck in an envelope and returned to me. I assume records sent them back to licensing, I would just like to know how much time they spent sitting it each. And my status all this time was "Packet sent to applicant".
I think this supports my theory that a status change to "processing" means they've done everything and it's been sent to the printer. "Approved" means it's been printed.
