Highway 59 north of Houston in the 70's & early 80's was harassment.
This is the police trying to get a head start on the yearly batch of high school kids killed in car wrecks every year.
Some perspective might be in order.

I think a lot of youngsters were getting more advice from a FRIENDY encounter with LEO's than from home. We need to teach our kids a lot more than we do. Note: I said WE.

Probably. Who knows? Most of that stuff I probably blew off as a teenager. But, it's still worth doing even if it helps one guy.
