Need BC from Houston???

I sent in my app back in Sept and DPS received it on Sept 24th. I received a letter back from DPS dated Oct. 7th letting me know that they received my app.
As of December 8th (day 63) I had not yet received my CHL so I called DPS. They said they were waiting on a background check from Houston. I told the guy I have never lived in Houston but I worked for a company in Austin based out of Houston. He said "OH! Then THAT must be why...

So I decided to call again today (day 88) and push a little
. I spoke with a girl and she pull up my app # and said "we are waiting on a BC from Houston. I informed her that I have never lived in Houston and she didn't really have a answer for that.
I know nothing about how the DPS conducts their background checks but does this sound right??? Needing a BC from a county I have never lived??? I thought it was only from the counties you have lived in...
can anyone enlighten me???
