Help with validity of 30.06

Just some background information: A friend of mine and I took our CHL course on the same day. DPS had sent her application back to her to get some missing information, but she's been dragging her feet. She is a bit discouraged because of the wait time (Harris County) and because she feels as though she's very limited in where she can carry, most notably at work. She feels the time she would need her gun the most is when exiting her building in the evening. She told me her building had a 30.06 sign on the front door so I went today to take a look. Here's what I saw.

Sorry for the poor quality, this was taken from my phone. As you can see, the letters are valid block of sufficient height, and the bilingual bit is there. I was trying to get a good angle to show how difficult it was to see the sign because of a lack of contrast. The whole contrast issue was discussed with the Hobby Center discussion about its 30.06 posting. Can anyone provide some input?
Other items to note:
1. This isn't on texas3006.com yet, but I will post it after getting some input.
2. This is a Girl Scouts regional headquarters building. AFAIK, the Girl Scouts are a privately owned corporation, correct?
