Doesn't look like much of a big deal to me, in fact it looks like a blank page.
This bill has no sponsors and has no chance of becoming law. The bill is designed to make uninitiated go crazy, and the internet to go abuzz with conspiracy theorys.

Sweet lord, do a SEARCH man! There are probably atleast 100 threads already started about this HR 45 which has gone nowhere. It doesn't have a single cosponsor and hasn't for months. It is a non-issue.
