Change of address question

Here are the facts:
- The post office is changing our zip code effective July 1, 2009
- The post office will officially continue to deliver our mail using the old zip code until July 1, 2010 (and probably after that)
- My wife is due for a renewal next year (November)
- We are not moving
Here are the questions:
1. Does this qualify as a "change of address"?
2. Should she submit the "change of address" to DPS and pay the fee for a new card, even though she renews next year?
(Mine expires in November of 2009, so I just took my renewal class this past weekend. If she can get hers done and submitted in a similar fashion next year, it will be before the July, 2010 cutoff date.)
We'll pay the fee if we have to, but I don't think anybody's against saving a buck wherever you can right now. . . especially since the situation will correct itself next year.
