Information on 911 response times

Here's a long article in a paper in Wichita, Kansas, about police response to 911 calls:

The bottom line is that the response to any high-priority call other than a "officer needs assistance" is at least 2 minutes, and sometimes up to 10. High-priority calls include shootings, robberies, and home invasions in progress.

Now, how many aimed shots can the average shooter fire in two minutes? Can you dodge that many?
EDIT TO ADD: The banner I got at at the top of the page was well targeted. "So, after the police finally show up and draw your outline, who's paying for the kids' college fund?"

One of my relatives was beaten to within an inch of his life by a drunk lunatic using a shovel. His wife had called 911 before the beating started.
Even a 2-minute response time is enough for someone who doesn't care if he gets caught to do a lot of damage.

One thing I heard recently:
Call 911 and wait....
Use a 1911 and take care of the problem
Personally, I use a Sig, but the idea is the same.

the last time i called 911, i got a recording ..
and then i had to wait through the spanish version before i could choose an option .
unbelievable !!
perhaps they were busy at the time .
just glad i was'nt being mugged .

This is taken directly from the "goals" section in Houston PD's budget:
"Respond to: priority one calls in range of 3.5 to 5.5 min, priority two calls in range of 8 to 12 minutes, & priority three calls in range of 23 to 27 minutes."
3.5-5.5 minutes isn't very assuring when seconds count.
