Seriously, if one carried one of these while
walking, is there any Texas statute which
prohibits the carrying of whips, which is what
I presume this would be classifed as?

I actually have one of those, I used to order a lot of stuff from Cold Steel (mostly machetes, I was a surveyor at the time). Suffice it to say it's a mean little thing

Seems like it would be just the right thing for an attacking dog. (despite the reviewer that said it didn't work on a wolf pack...)

Watching the "experts" use it there, all I could think was "if he misses on the first swing, he's leaving a kidney wide open to a counterattack."

It fits the definition of club. Some say illegal to carry even with a CHL.
"Club" means an instrument that is specially designed, made, or adapted for the purpose of inflicting serious bodily injury or death by striking a person with the instrument, and includes but is not limited to the following:
(A) blackjack;
(B) nightstick;
(C) mace;
(D) tomahawk.
