Summary: FL Senate passes law 31-9 against using money from the concealed weapons permit program trust fund (funded by permit fees) for anything else. Now goes to FL House, which has a similar bill has cleared comittee. All the senate "no" votes were by Democrats. Last year Gov Crist vetoed a legislative attempt to grab $6.5M from the CWP program.

Anyone know if Texas has a similar fund? Florida's fee is only $75

It seems like Texas should be raking it in from the $140 fee, unless it costs a lot more for Texas to process the applications and I'm not sure why that would be the case.

Seamus looked into this once, and IIRC it appeared there was a large discrepancy between the amount allotted to the DPS for the CHL division by the legislature and the income estimated by looking at the numbers of CHLs processed. As in a lot more fees collected than was spent on CHL processing. Some clever searching should turn up his post.

Texas has no such fund for CHL fees. The money goes to the general fund, and the CHL division of DPS has to go begging.

The cost of processing CHLs is much less than $140 each. I don't know how much revenue is actually collected, since many applications are renewals or qualify for lower fees (over 65, veterans, and so forth).

Now, the message I linked to above was posted in May 2009. Since that time, the powers-that-be loosened up additional money to hire temporary workers to clear the backlog of CHL applications. I do not know whether this is a long-term solution.

IMO, the statute requires the fee for CHL applications to cover the actual cost of processing. The fee was set in 1995 and never reconsidered. It should be lower. I don't know how to make that happen.

I hadn't really given it much thought, but compared to filling out a form and giving your local sheriff a check for
$10 (+/-), A Texas CHL is rather pricey; especially, after one adds the class cost to the state fee. IOW, :eek6 !

One thing I noticed that was rather interesting when I was reading the Public Safety Committee meeting transcription back in July is that the FBI charges DPS $37.50(I believe that's correct) for each background check it performs for a CHL application.

With printing costs, utilities and staff salaries(of course not knowing the staffing levels of the CHL licensing division) i could see the hard costs per CHL approaches $90-$100. But that's only speculation on my part.

It's another one of those great mysteries of life.....how much does it actually cost DPS to process a CHL application.
