Hemet, California (middle of nowhere, but about 100 miles north of the southern border): The most recent attack on a city facility was a possible arson that burned the shooting range used by the police force.

Other incidents included a firearm booby trap and car bomb that failed to injure anyone, and tampering with a gas line at the offices of the Hemet-San Jacinto Gang Task Force.

One other possibility has to be thrown out there, not that it's more probable, or even mildly probable: that we have the small-town equivalent of Tawana Brawley, or arsonist fireman. That is, a "hero" setting this up on his own.

As I said, I don't claim that it's likely, but the possibility can't be ignored.

It is possibly a kook, but most of them repeatedly commit a single type of act, such as arson of unoccupied buildings.

This is what happens when you do everything you can to frustrate the efforts of law-abiding citizens to arm themselves. This situation is the natural end product of California politics, and it is only a matter of time until it repeats itself in other cities.
