Postmarked by the 30th!!!

So I sent in my application complete post marked by the 30th sent US Postal Service Overnighted. I called DPS and they say they didnt receive it until after the deadline. Cannot get a response from anyone there!!! 
So frustrating. The guy said well if it was postmarked then you should be okay, I said well you just told me that it was past the deadline and received on May 3rd and I couldnt take the class so which is it. He said let me transfer you. Got voicemail and so far no response.
