(California) Assembly passes ban on Open Carry

Legislation to outlaw the carrying of unloaded handguns in public was passed Tuesday by the Assembly.
The measure, Assembly Bill 1934, received the bare-minimum number of votes necessary, passing 41-25, with Republicans opposed.
The bill was crafted in response to a protest movement, "Open Carry," in which activists wield unloaded guns in public places to publicize opposition to gun-control laws as well as difficulties in obtaining concealed-weapons permits.
Supporters of AB 1934 said that current law places police in an untenable position, responding to reports of gun-wielding pedestrians but unable legally to demand that such protesters show identification or proof that their weapon is registered.
Opponents countered that AB 1934 would infringe on Californians' right to bear arms and to protest peacefully in whatever manner they choose.
State law bans the carrying of loaded firearms in public, but not unloaded weapons.
AB 1934 would make it a misdemeanor, punishable by up to six months in jail, to carry an exposed, unloaded gun in a public place or on a public street inside a city or in prohibited unincorporated areas of a county.
The bill contains numerous exceptions, including display of a firearm by a peace officer, authorized military organization, firearm dealer, or by a licensed hunter while engaged in that sport.
AB 1934 now goes to the Senate.

Next time, try to get a win before a state loses A LOT of what they have already in their state as far as concealed carry provisions...
As far as California is concerned, even though their law was a little stupid to begin with, at least they had it...Now that provision is gone...
But, maybe I am being a little too harsh...

Yepper, there are right ways and there are wrong ways to go about everything. A bunch of goobers strutting around town with guns probably ain't the right way to get existing OC or CC gun laws changed.

Outa site, outa mind. This is a prime example of the views of the general populace. When they start appearing in public places in volume it gets emotions stirred up, which can and will lead to some type of change, which MAY be for the worse. Best sometimes let sleeping dogs lie.

While I am a proponent for open carry I'm also a realist. Small victories will eventually win the war.

As far as California is concerned, even though their law was a little stupid to begin with, at least they had it...Now that provision is gone...
But, maybe I am being a little too harsh...
The provision isn't gone.... Not yet.
Still has to go before the Senate and the Governator.
If they do make it illegal, They may be making handguns completely illegal just as in DC. ( How would one get a gun home from the gunstore?) Maybe we can can get the supreme court to to look at it?

The point is: the goobers parading around with their guns forced the legislators to do what they thought the majority of their constituents expected of them if the legislators wanted to be re-elected.

The point is to be factual. It was impied that it is now illegal to open carry in California. This is not true. The other point is that that for every action there can be an opposite reaction. and that while the result of the open carry folks caused unintended results.. The actions of the Brady's could cause an opposite results of what they intended.
The Bradys block the rules change in national parks .. We get legislation passed to make carry legal..
So the open carry dunderheads, get the Bradys all excited, so they pass legislation to make it ilegal.
I believe if the Bradys actually get a law passed it could further lead to more gun rights in California.. ( a lot depends on how the Chicago SCOTUS decision goes)
All this being said said, I do agree that the actions by the Californian OC folks was rather silly, with predictable results.

Politics is about convincing people who hate you that your ideas a pretty neat.
Those OC folks should have watched Men In Black first, "A person is smart. People are dumb, panicky dangerous animals and you know it." (especially when those dumb, panicky animals have a supermajority of legislators at their beck and call).

Doing things quietly typically will get better and more positive responses than having an "in your face" comfrontation. I see the OC demonstrations as just that, in your face because it is not on the books as being illegal. As we see things can be changed real fast when the right people get upset.
Personally I do not care about OC one way or another. I would rather see peoples time and efforts spent trying to get "may issue" states become "shall issue". Once people actually see that there was not blood shed all over the streets as the antis always predict then potentiaally the next step to OC could be in order. Constantly trying for the big score never seems to work out, one small step at a time gets you to the end result, just takes a while longer....
