Education Service Center

I have to go my regions Education Service Center today and was wondering if this falls under "school" or "educational institution". My thoughts keep going back and forth, so I'm sure I'll probably disarm, but I wanted to get your opinions since it's not technically a school.....it's the "educational institution" part of 46.03(a)(1) that gets me.
