I hear what your saying and wish it worked that way. It is like buying a car. Anyone after the first buyer is buying used. It doesn't matter if the original buyer never drove it off the lot. transfer makes it used. I have a couple "used" collectables. It makes me nuts to have to call them used as I know for a fact they have never had a single round through them other than the factory test fires. Another thing...... new, old stock can only apply to an FFL who purchased from the distributer.
