Arizona Senate Bill 1108 removes the requirement that gun owners must be trained and licensed to carry a concealed weapon. This law is effective July 29, 2010.

What a noble experiment. I hope it bodes well for the citizens of AZ. Time will tell.

Not much of an experiment, Vermont and Alaska have always had this right. Not much blood in their streets, don't know why it would be different in in Arizona. Arizonians have always had the right to carry openly and they don't seem to have much problem with it.

Will this effect their reprocity with other states?

I was struck by this paragraph in the article:

Once the law takes effect, he said, "Innocent people aren't going to be harassed because their purse got set down on a car seat (and accidentally covered an openly displayed weapon) or their shirttail came out" and covered an openly carried weapon.

It seems to say that, hitherto, law abiding folks in AZ were being harassed for accidentally concealing. In one way, that's the opposite of a concern we see often on this board - being harassed for accidentally revealing. In another way, though, it's the exact same thing - in both cases it's a matter of law abiding folks being given grief over minor, technical, infractions that are not crimes against persons or property. And, in both cases, it seems it happens often enough for folks to be afraid of it.

It is possible. There seems to be the potential for some states to revoke reciprocity if the guidelines change and no longer are the same as the reciprocal state. However, I really see this being the road to more freedom in the future. The more states that move toward restoration of 2A rights will only help in the fight as examples of places where the change was made and the proverbial 'blood in the streets' didn't come to pass.

What are the thought out there about offering two options.
No CHL required and AZ's standard CHl for those wishing Reprocity for those States that require equivalent training.

I can't see a state being willing to set up two different types of testing and licensing.

Alaska did it for exactly the reason FL450 cited.

Well, good deal. I just assumed they would be against it.

They still have a CHL program or whatever they call it.

The same rules apply for unlicensed concealed carry as it does for open carry. No carry in places that serve alcohol including restaurants .

Licensed concealed carry gives more freedom on where one can carry, restaurants carry, plus their CHL will still meet the reciprocity requirements of other states.

The permission-slip system is unaffected and offers some advantages to citizens. Other states recognize the Arizona permit under "reciprocity," which allows permit holders to carry firearms when in those states (currently 23 according to the Dept. of Public Safety).
