L-1 Photos are for identification only

Although L-1 a/k/a FAST does take digital photos, they cannot be used as a substitute for sending in photos for an initial application. The L-1 photos are only to prove the person fingerprinted is the person on the application.
DPS will soon have the ability to use Texas Driver's License photos. At that point, only people without a Texas Driver's License will have to send photos with their initial CHL application.
