Concealed Weapon Carrier Arrested in Kenosha, WI

This story is a bit bizzare. David Hein was carrying a weapon while attending a church festival. Visitors at the festival noticed Hein had a gun underneath his shirt while walking around with his dog. A man took the gun from Hein because he believed Hein was drunk and he feared that Hein may do something to hurt them.
The people at the festival who detained Hein said they hid his gun and put it in a grill to keep him from it.
Smart move! I hope it wasn't on.

"The Browning handgun had a loaded magazine and one loose round of ammunition, which was in the chamber of the pistol."
One in the pipe counts as a loose round?

If "visitors at the festival noticed Hein walking around ... and realized he had a gun underneath his shirt" how could he be arrested for having a concealed weapon?
By the time police arrived his handgun was "in a grill". I have read this statement hundreds of times on the forum: "Concealed means Concealed". Is this a case of "UnConcealed means Concealed"?

Hey, at least they called it a magazine and not a "clip".

2 out of 3 isn't all that unusual. You just don't frequently see all three peacefully coexisting in the same place and same time all that often.

I'm guessing that he was concealed enough to not meet whatever definition they have that defines "open" carry.
I'm also still at a loss that someone would attempt to TAKE a gun from someone rather than just call the police. Maybe he was drunk and that made it easier to do. However, unless he had become belligerent or abusive towards someone I would have just let the police handle it and not challenge him. IMO, taking a gun from someone like this is a very risky option.

I guess that if you are drunk you
