Question on Active Military students

I have an upcoming class of active military (reserves) students, I have read the updated DPS website and on the "CHL Fees & Req. Docs" page, all is well until I get to the part about the CHL-100.
The DPS webpage states that CHL-100 is not required if the student meets GC 411.185 (a)(1) and GC 411.185 (a)(2)?!?!?!?!
When I look up GC 411.185, it has to do with Renewals??? Am I looking at the wrong code?? Or is this a mistake and should be GC 411.1881?

Also, if a student does meet GC 411.1881 (is active military and has in the last 5 years received handgun training, and can submit a form stating he is exempt), do I even have to submit a CHL-100 for the classroom portion?

HELP, I'm confused!

If I do have to submit the CHL-100 for only the classroom portion, does the student sign the bottom portion or do I have him sign on the upper (Classroom) portion?

Or, is this a question I should ask DPS?

Any help would be greatly appreciated.

I have done several classes for active duty military with range waivers.

Yes, you still need to provide the CHL-100. There is only one place for the student to sign, and that would be at the bottom. You (the instructor) only have to sign the classroom portion if they get a waiver for the range portion.

They do not have to provide you with the waiver, but they do have to send it in to DPS with their CHL-100.

I am a TX CHL military member who is out of state and mine expired in February. Is there a way to obtain the CHL-100 in the DC area. I am not due to return to TX until later this year, and know I have up to a year to renew, but would like to do this now from DC if possible. THANKS!

All Texas CHL training must by law be done within the state of Texas. Sorry.

Thanks, I spoke with TX DPS and they said I could do it, but the instructor in the DC area had to be TX certified, and of course I haven't found any TX instructors here.

I beleive they were incorrect. We have been told all classes must be held in the state of Texas.

All classroom and range instruction for license applicants shall be conducted in this state. Classroom and range instruction may be subject to observation by the department, for purposes of insuring compliance with the instruction and examination requirements.

Can someone remind me why I should pay money for a class and license if this is the level of competence at DPS?

DPS is a great organization but an employee sure give some bad advise here. These folks know what their doing but no one is perfect including the best LE agency in the state.
